What is a Habitual Traffic Offender?
A Habitual Traffic Offender is someone who, within a five-year period, is convicted of either: a) fifteen moving violations for which points may be assessed on their driver’s license; or b) three offenses on a list of more serious crimes, such as manslaughter, DUI, and driving with a suspended or revoked license.
The most common reason for an HTO designation is driving with a suspended or revoked license. This is because driving is such a necessary part of living and working. It can be difficult or impossible to hold down a job or raise a family if your license is suspended.
